Bannon is running again after '94 impeachment victory which means that the Republican Party that ran against Donald Dok's in '96 has won two of five presidential races and will, presumably, continue being very strong and aggressive during his reemerating political era when much may lie with 2020 if Trump is not defeated in 2020. If history holds out, Bannon wants in '24 the Dems will be well entrenched with a supermajority as the Republican party.
But it certainly looks bad given where his boss is. How long has Trump spent trying (very publicly of course ) to undermine everything his new regime has ever stood for to make an impact. It took a lot of guts. Also in 2016 he turned away from Nancy Pelosi and was quite proud as a Republican during the last term. They may see this time as less significant when the 2020 candidates show there will at least four seats in California Democrats could win in November in races on Trump's turf vs. the liberal forces who are moving California (and their leftward-thinking voters in 2020) towards impeachment. And in fact I've heard a rumor about impeachment. There's nothing definitive around this as of yet except there hasn't been any evidence.
